UK New-Build Buy-to-Let Management

How Settio helps UK and overseas investors prepare new-build apartments for letting, from off-plan rental guidance to completion and ongoing management.

What is new-build buy-to-let management?

New-build buy-to-let management covers preparing a newly built property for the rental market, finding tenants and managing the tenancy. Support can begin before completion with rental guidance and handover planning. Settio provides this support for investors with apartments across Manchester, Birmingham and London.

If you already have a property in mind, Settio can provide a lettings perspective and an estimated rental valuation. We can also draw on our dedicated secondary-market sales team for an opinion on the property’s resale appeal and how it compares with existing homes on the market. Together, these perspectives can help you consider both its rental potential and your longer-term plans.

Settio does not source off-plan investments or make purchasing decisions on your behalf. Rental estimates and sales opinions are not guarantees of future performance. Buyers should obtain independent legal, tax, mortgage and financial advice where appropriate.

This guide focuses on the journey from an off-plan purchase to the first tenancy and ongoing management. Its legal information relates to England; different rules apply in Scotland, Wales and Northern Ireland.

When should you involve a property manager?

Involving a letting and property management agent early can help you understand a new-build apartment’s rental potential and plan for its first tenancy. This can be useful before exchanging contracts, though the right time depends on your purchase and the development’s progress.

At Settio, we are often involved from the early stages of larger new-build developments, sometimes attending launches and sales rooms to offer investors a lettings and management perspective. Where we are not involved at launch, investors can still approach our team to discuss a property they are considering or have already purchased.

These conversations can cover local tenant demand, comparable rents, the apartment’s layout and specification, and the practical preparations needed before letting. Investors should also consider service charges, other ownership costs and how many similar apartments may become available around completion. This input can inform your assessment, while the purchase decision remains yours.

Whether you appoint an agent before purchase or later in the build, allowing enough time before handover helps with planning furnishing, compliance, and marketing. Rental estimates should also be reviewed as completion approaches, taking into account current market conditions, the finished apartment, and the amenities available at that stage.

What should you prepare before completion?

A good lettings and property management agent will guide you through a clear handover plan, particularly if you have chosen a fully managed service. This should explain what the agent will coordinate, what they need from you and which arrangements depend on the developer confirming completion and access.

At Settio, our dedicated Completions Team helps coordinate these preparations. As a landlord, you can support the process by:

  • Sharing developer contact details, with any authority needed for the team to liaise on your behalf.
  • Passing on completion updates and documents you receive, including specifications, appliance information and handover documents supplied by the developer.
  • Agreeing a furnishing budget, where applicable. Your agent can arrange suitable furniture, presentation and installation on your behalf.
  • Confirming spending approvals, so it is clear which costs need your agreement before work or purchases are arranged.

An agent already managing apartments within the development may be familiar with building rules, delivery arrangements and access procedures. They should still check any requirements specific to your apartment or lease.

Landlord identification, payment details and relevant overseas-landlord information will usually have been requested during onboarding. Before completion, focus on confirming these records are complete and resolving any outstanding requirements.

How soon after completion can a property be let?

There is no fixed timescale for letting a new-build property after completion. It depends on handover and access, any outstanding defects, furnishing, cleaning, photography and the necessary compliance checks and documents. Tenant demand and referencing also affect when a tenancy can begin.

Settio’s dedicated Completions Team manages the practical preparations on your behalf. This includes attending developer handover, collecting keys, carrying out snagging, coordinating furnishing where applicable, and arranging professional cleaning and photography. The team will also liaise with you to obtain the documentation needed to prepare your apartment for letting.

Marketing preparation can begin before handover, but advertised availability must be realistic. Legal completion does not automatically mean an apartment is ready for occupation. Settio will guide you through the outstanding tasks, explain who is responsible for each and coordinate preparations before confirming a tenant’s move-in date.

Allow for a possible gap between completion and receiving rental income. Early preparation can reduce avoidable delays, but it cannot guarantee an immediate tenancy or uninterrupted rent.

How are tenants selected?

A good letting agent will assess prospective tenants fairly and consistently, considering affordability, referencing and the proposed move-in date. They will also check that the arrangements meet the applicant’s needs and the property’s legal letting requirements.

Under England’s rental bidding rules, landlords and agents cannot ask for, encourage or accept rent above the advertised amount, even if an applicant voluntarily offers more.

Before move-in, your agent should coordinate the tenancy paperwork, applicable deposit requirements, inventory and check-in arrangements. They should also provide clear guidance on accessing the property, using appliances, reporting repairs and following building rules, helping tenants feel informed and supported from the outset.

What compliance applies to a new-build rental?

A newly built property must still meet the relevant letting requirements before a tenant moves in. These can include electrical safety documentation, gas safety (where applicable), energy performance, deposit protection, Right to Rent checks, and local licensing. The precise checks and documents depend on the property and tenancy.

Since 1 May 2026, England’s private assured tenancies operate on a periodic basis. Landlords must follow the current rules for tenancy information, rent changes and possession. See the government guide to assured periodic tenancies and Settio’s Renters’ Rights Act investor guide.

Settio will guide you through your apartment’s requirements, coordinate the relevant checks and documentation, and explain what you need to provide. This support helps you prepare the property for letting while keeping you informed of your responsibilities as a landlord.

What happens after the first tenant moves in?

With a fully managed service, your agent takes care of the day-to-day running of the tenancy. This typically includes collecting rent, providing rental statements, responding to tenant enquiries, coordinating maintenance and repairs, arranging inspections and maintaining tenancy records.

A good agent will keep you informed, follow up on missed payments and seek your approval where required. For new-build apartments, they should also refer to handover and snagging records when assessing maintenance issues and liaise with the developer over outstanding defects.

When a tenancy ends, the agent should coordinate check-out and deposit matters, assess the apartment’s condition and advise on any work needed before re-letting. They should also review current rental evidence and organise re-marketing in preparation for the next tenancy.

Settio provides this support through its fully managed lettings and property management service, reducing your day-to-day involvement while keeping you informed and in control of important decisions.

Responsive management can support a positive tenant experience, although it cannot guarantee tenant retention or uninterrupted rental income.

How much does new-build property management cost?

Agents structure their fees differently. Some, including Settio, offer an all-inclusive management fee structure for their lettings and management service. Others charge a management fee with additional charges for individual services, such as setting up each tenancy, referencing tenants, preparing inventories, carrying out inspections, managing check-outs or re-marketing the property.

When comparing quotes, look at the total cost and what is included. Ask whether completion attendance, snagging, furniture installation and arranging compliance checks are covered, and whether the quoted fees include VAT. Clarify when charges begin, whether fees apply during vacancies and what notice or exit terms apply.

It is also important to distinguish the agent’s service fees from property expenses, such as buying furniture, cleaning, repairs and third-party certificates. An all-inclusive management fee does not necessarily cover these costs.

Settio can explain its all-inclusive flat fee and confirm any separate expenses relevant to your apartment. For broader guidance on comparing providers and financial protections, read the UK property investment services guide.

Can Settio manage the property if you live overseas?

Yes. Settio supports UK and overseas investors, with teams across the UK and a Singapore base. Local coordination is particularly useful when you cannot attend handover, supervise deliveries or visit the apartment yourself.

The Non-resident Landlord Scheme may apply where your usual place of abode is outside the UK. A lettings agent generally needs to deduct tax from rent unless HMRC has authorised payment without deduction. Receiving rent gross does not remove any applicable obligation to declare taxable UK rental income.

Settio offers non-resident landlord registration support. Obtain tax advice suited to your residence and ownership structure; registration support is not tax advice.

Why choose Settio for new-build property management

Settio brings completion support, lettings, and ongoing property management into one fully managed service for global investors with properties across Manchester, Birmingham, and London.

Our dedicated Completions Team coordinates handover and prepares your apartment for letting, before passing it to our lettings and property management teams to find a tenant and manage the tenancy. This provides continuity from collecting the keys to handling day-to-day maintenance, rent collection and landlord updates.

Whether you live in the UK or overseas, the service reduces your practical workload while keeping you informed and involved in important decisions about your property.

If you later decide to sell, Settio can also support a secondary-market sale. Contact the team about selling to discuss your circumstances and the practical options for the property.

Frequently asked questions

Can you appoint a property manager after completion?

Yes. A property manager can assess the outstanding preparation and arrange the letting process after completion. Getting involved earlier provides more time to plan access, furnishing and marketing.

Is a snagging visit the same as a survey?

No. A snagging visit focuses on identifying defects, unfinished work and issues with the finish or fittings of a newly built property. It usually takes place around handover, so any issues can be recorded and raised with the developer for correction.

A property survey provides a broader assessment of the property’s condition, while a mortgage valuation helps the lender assess whether the property provides suitable security for the loan.

Do you have to furnish a new-build rental?

Not necessarily. The right choice depends on local demand, the type of apartment and the tenants it is likely to attract. A good letting agent will advise on whether furnished or unfurnished accommodation is more suitable, using comparable properties and current market activity.

Settio can guide you on furnishing options and, where required, coordinate furniture installation within your agreed budget to prepare the apartment for letting.

For more guidance, read our article on the benefits of furnishing your rental property.

Can one apartment be professionally managed?

Yes. You do not need a portfolio to benefit from local support. Consider the service scope, total cost and the time you would otherwise spend coordinating the property yourself.
